Impose Bureaucratic Control On POTUS' First Strike Capability When "The Big One" Is Involved

Alan: If Congress was not as lunatic as our Hater-In-Chief, there would already be a law obligating American presidents to obtain prior permission for any first strike military action which employs nuclear weapons or runs the risk of a target nation using nuclear weapons as a response to attack.

There are many possible litmuses.

One potential litmus would be for POTUS to secure consensus approval from the ranking general or admiral in every branch of military service, plus the approval of the Secretary of Defense and the Secretary of State.
